At 10 AM in the New York City Hall Chambers, the Committee on Transportation will hold a public hearing on the following bills: Int. No. 24 (in relation to bicycles used for commercial purposes, requiring employers to provide helmets and other safety equipment), and Int. No. 58 (in relation to requiring that businesses that use bicycle operations and delivery services that dispatch bicycle operators post signs at the place of employment detailing proper bicycle safety procedures).
David J. Louie, as Chairman of the Chinese Chamber of Commerce of New York, first contacted Councilman Alan Gerson in May 2004 to ask his support in legally requiring employers of bicycle delivery people to provide helmets and other protective gear. He will be attending and testifying in support of this bill. He writes, "as an insurance broker, IÂ’ve seen too many accidents involving bicycle delivery people being seriously injured (sometimes fatally) because the workers lacked protective gear. Insurance companies routinely recommend bicycle helmets and protective gear, but unfortunately, these recommendations too often are ignored. I believe it is the responsibility and duty of the employer to provide a safe work environment to its workers. To that end, they should be compelled to provide safety gear for their workers. I ask your support to join me at this hearing, or to send a letter of support to the Transportation Committee and to send me a copy of your letter."

Bo Lawergren (Professor Emeritus, Hunter College and music archeologist) Tomoko Sugawara (Harpist and specialist on the angular harp) Professor Lawergen will trace this history of the angular harp, as well as its archeological discovery and recent resurrection. Ms. Sugawara will play tunes from both the ancient and the emerging contemporary repertoire on a replica of the ancient harp. This concert will be the New York City premiere of several pieces composed specifically for Ms. Sugawara. The angular harp, with an L-shaped body, arose in Mesopotamia around 2000 BCE and, following the Silk Road, reached China and eventually Korea and Japan . Artists in all the cultures it penetrated loved to depict its beautiful shape and their local musicians playing it. Around the year 1000 CE, however, the European harp of irregular triangular shape emerged, and by 1600 the angular harp vanished. Recently, music archeologists have reconstructed the angular harp (called the kugo in Japan and konghou in China ). Bo Lawergren (Professor Emeritus, Hunter College and music archeologist) will trace this history of the angular harp, as well as its archeological discovery and recent resurrection. Tomoko Sugawara (a Japanese specialist on the angular harp) will perform resurrected ancient tunes from T’ang China and Nara Japan as well as modern pieces composed for the kugo. This event is free and open to the public. No reservations are necessary.
